Carpinteria 2023-31 Housing Element

The City of Carpinteria received a response from California Department of Housing and Community Development (HCD) regarding the City’s 2023-31 Housing Element. After revising the draft Housing Element, City staff brought an update to the City of Carpinteria’s Planning Commission on March 20. The revised Housing Element is expected to be brought before the City Council in April. 

HCD’s commented that the plan needed to include more detailed information about the parcels of land in the city, including size, zoning, affordability levels, and current use. HCD also commented that the plan also needs to consider whether some areas that are currently used for non-residential purposes might be better used for housing, and provide more information about how many homes can be built in each area. Additionally, the plan needs to explain how the city will encourage developers to build affordable housing, and how they will make sure that any existing housing is not replaced without a plan for new housing. At this time the City is focused on finalizing and submitting a more detailed Housing Element.
